Certified Safety Professional / Safety Engineer - BWSR - West Mifflin, PA 


Position Summary:


BWSR, a partnership between BWX Technologies and APTIM, is the Decontamination and Decommissioning (D&D) subcontractor at the Bettis Atomic Power Laboratory located in a Borough of Pittsburgh.  BWSR performs remediation of legacy nuclear and environmental materials on site.  The main project areas at the site include remediation of historical research facilities, demolition of buildings, and characterization of site infrastructure to support on-going maintenance and construction.  The Certified Safety Professional/Safety Engineer reports directly to the Site's Environmental, Safety, Health, Quality Assurance, and Training Manager.  This is a professional-level health and safety position providing direct support and oversight of BWSR, LLC (BWSR) projects.


The Certified Safety Professional / Safety Engineer is responsible to:


  • Provide occupational safety and health support to the BWSR, LLC Bettis-Pittsburgh Decontamination & Decommissioning operations, engineering, and radiological control organizations which direct a workforce that carries out decontamination, decommissioning, and demolition work at a DOE site in support of the Naval Reactors program.


  • Identify, interpret, and assist management in the implementation of safety and health requirements.  This shall include but not be limited to participating in initial project development activities as well as reviews of drawings, plans, and physical walk-downs of work locations.  In this, the engineer will evaluate the effectiveness of functional requirements and their implementation at specific work locations. 


  • Provide feedback to management and the ESH&Q/Training Manager to ensure implementation of the requirements meets regulations and contractual obligations.  In these functions, apply and develop advanced concepts and techniques, work on complex problems, provide solutions which are innovative and resourceful, act independently to identify and resolve problems, contribute directly to achieving significant company objectives, and serve as an advisor to management. 


  • Be involved in a broad range of safety and health topical areas including demolition and decommissioning activities. 


  • Identify, analyze, and mitigate safety hazards through industry standard methods and the application and development of advanced techniques.


  • Monitor and evaluate line management’s implementation of safety requirements and programs.   Conduct quality assurance assessments of programs, policies, documentation, and field activities.


  • Provide technical support to line management regarding the implementation of safety requirements, company procedures, safety principles, theories, and concepts.


  • Review and assist with the development of project/task level requirements and procedure documents to ensure safety requirements are identified and addressed.  For example, review or develop Job Hazard Analysis documents, elevated work permits, fall protection procedures, and confined space entry permits.


  • Provide support to the ESH&Q/Training Manager.  Develop rapport with and provide leadership and consultation to coworkers.


  • Analyze data related to mishaps and near misses.  Assist management and employee safety team members with accident investigation and determining the root causes.


  • Attend required general training, discipline-specific training, facility-specific training, professional development meetings, and safety meetings related to position responsibilities.


  • Provide safety and health training as required (e.g., fall protection, confined space, excavation, etc.)


  • Occasional respirator wear to observe work.


  • Travel is minimal (less than 10%).


Job Qualifications/Requirements:


  • Bachelor’s degree in Safety, Industrial Hygiene, or other applicable engineering/science degree plus a minimum of seven (7) years relevant experience. 


  • Current CSP certification from the Board of Certified Safety Professionals is required and must be maintained.


  • Relevant field experience related to services or projects performed at a Naval Reactors or Department of Energy (DOE) facility is preferred but not required.


  • U.S. citizenship (no dual citizenship) is required.


  • Eligibility to obtain a DOE “L” security clearance (equivalent to “Secret”) and ability to maintain that clearance.  Active/current clearance is preferred.


  • After onboarding, individual must successfully qualify as a radiological Contamination Worker as defined in Article 108 of the Combined Lab Manual Lab-RC-0288, including written and practical examinations, and maintain that qualification.


  • Must successfully pass a pre-employment medical examination, including suitability to wear full-face tight-fitting Powered Air-Purifying Respirator (PAPR).  After onboarding, must complete qualification to wear PAPR and maintain that qualification.

Position requires U.S. Citizenship (with no dual citizenship) and ability to obtain and maintain a Department of Energy (DOE) security clearance which involves an extensive criminal and financial background investigation and previous employment reference verifications.
