Position Overview:
The Talent Systems Program Manager is responsible for managing, governing, and enabling BWXT’s core enterprise talent processes including succession planning, talent reviews, performance management systems, and employee engagement programs. The role ensures these processes are well-designed, executed with discipline, data-integrated, and easy for leaders and HRBPs to use.

Your Day to Day as our Talent Systems Program Manager:     

Succession Planning Process Ownership

  • Manages the annual succession planning calendar, templates, milestones, and governance.
  • Facilitates succession discussions and ensures high-quality data capture across readiness, performance, competency, and assessment inputs.
  • Produces leader-ready analytics, including heat maps, bench strength, and risk indicators.

Leadership Pipeline and HiPo Identification

  • Operationalizes HiPo criteria and partners with HRBPs to identify emerging, ready-soon, and ready-now talent.
  • Integrates HiPo and readiness insights into talent reviews and development pathways.

Performance Management System Stewardship

  • Owns end-to-end performance management system governance, standards, and continuous improvement.
  • Maintains guidance that supports fair and defensible performance decisions and leader adoption.

Employee Engagement Program Management

  • Manages engagement survey vendor relationships, governance, cadence, and data integrity.
  • Translates engagement results into insights supporting organizational health and leadership decisions.

Talent Data, Reporting, and Analytics

  • Builds and maintains dashboards integrating performance, readiness, competency, assessment, and engagement data.
  • Partners with HRIS/IT to strengthen system reliability and data integrations.

Leader and HRBP Enablement

  • Equips leaders and HRBPs with tools, training, and insights that support talent conversations.
  • Enables IDP creation using competency, performance, and readiness insights.

Governance and Continuous Improvement

  • Maintains governance frameworks across succession, performance, and engagement processes.
  • Ensures alignment and data flow across succession planning, performance management, assessments, learning programs, and HRIS.

 

Required Qualifications: 

  • Bachelor’s degree in Human Resources, Business, Psychology, or related field.
  • Minimum of seven (7) years in Talent Management, Organizational Development, Workforce Planning, Performance Management, or related areas.
  • Experience managing enterprise succession, performance, or engagement programs.
  • Strong communication, facilitation, and influence skills.
  • Must be a US citizen.

 

Preferred Qualifications:

  • Master’s degree in HR, OD, Leadership, or related discipline.
  • Experience with analytics and talent insights; Power BI.

Pay: $76,000 - $119,000

 

The base salary range for this position in Virginia (US-VA) at the start of employment is expected to be between $76,000 and $119,000 per year. However, the base salary offered is based on local job market factors, and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment. If hired, the selected job candidate will be employed 'at-will,’ unless employed at a location and in a position subject to a collective bargaining agreement.  The company further reserves the right to modify base salary (as well as any other discretionary payment, compensation or benefit program) at any time, including for reasons related to individual performance, company or individual department/team performance, and other market factors.
