Position Overview
The Project Controls Specialist is responsible to develop and maintain project schedules. This includes input of all required resources and materials needed to complete work consistent with project scope, commercial requirements, customer needs, and business requirements. The role is accountable for schedule management, project budgets (labour hours and material costs), project performance, and the preparation of internal and customer-facing reports and deliverables.
This position will be located in Bruce County.

Your Day-to-Day as Project Controls Specialist – Site Projects
• Overall responsibility for monitoring compliance of assigned projects within project controls processes and procedures (both BWXT and customer requirements).
• Review the project contract and ensure contract conditions (invoicing, reporting, change management, etc.) are applied and fulfilled, including project tracking, reporting, and closeout.
• Provide support to proposals, including scheduling tasks and providing Project Coordinator cost input with resource loading for estimate development and milestones for cash flow analysis.
• Ensure all schedule issues with cost impacts are adequately addressed in cost estimates.
• Work with schedule stakeholders, using the scope list to define the project work breakdown and activity sequence to develop a critical path.
• Optimize the project plan by applying appropriate resource levels and sequencing work efficiently.
• Break down proposal estimates and schedules into a detailed project baseline budget and schedule (Primavera P6 level 5; proficiency in this platform is required).
• Assist the Project Manager with weekly schedule updates by assessing actual work completed, analyzing effort expended, and performing critical path analysis.
• Integrate the project plan with BWXT and customer requirements.
• Work with the Project Team to prepare a cost baseline of the schedule (level 4 or 5) and monitor updates against the baseline.
• Maintain alignment between project schedule, budgets (labour hours and material costs), performance, and related reports.
• Participate in planning exercises related to staffing plans, forecast burndowns, and material tracking.
• Monitor, update, and communicate status, alerting stakeholders to deviations and initiating corrective actions as needed.
• Integrate recovery plans with weekly schedules and reissue work lists when required.
• Conduct or support performance measurements and schedule trend analysis.
• Prepare periodic cost reports (Earned Value analysis) to meet project commercial reporting requirements.
• Prepare monthly forecasts, accruals, progress summaries, and earned value metrics per customer requirements.
• Provide detailed analysis of project risks and opportunities to support Project Manager decision-making.
• Maintain an objective view on actual costs, estimates to complete, earned value, and productivity to ensure clear visibility of project cost performance.
• Participate in commercial activities such as customer invoicing, vendor purchase orders and invoices, and business-level cost reporting.
• Develop and maintain periodic project reports (internal and customer-facing) that reflect status related to cost, schedule, KPIs, and team performance.
• Incorporate field reports, vendor schedules, and progress updates into project reporting.
• Support monthly cost reviews and contractual customer reporting cycles.
• Generate reports as needed to support resource planning and financial forecasting.

 

Required Qualifications
• Ability to lead large and complex projects with contract models and budgets upward of $100M
• Expertise in scheduling and project controls
• Strong understanding of management and customer priorities
• Ability to quantify project risks
• High degree of financial and business acumen
• Ability to analyze non-standard commercial arrangements (cash flows, risk/reward, Monte Carlo risk studies, incentive/disincentive models, etc.)
• Ability to prepare ad hoc business and project analysis to identify and communicate issues or performance trends
• Understanding of diverse commercial models across multiple projects and programs
• Ability to identify missing components or errors in commercial models
• Ability to apply and teach Earned Schedule methodology
• Ability to manipulate or create templates as needed
• Ability to support new project controls processes for first-of-a-kind customer requirements
• Strong customer-facing skills, able to facilitate discussions, lead challenge sessions, and propose innovative solutions under tight deadlines
• Accurate, high-quality EV analysis work recognized by PMO and customer counterparts
• Ability to defend program/project status independently to PMs, management, and customers
• Strong change management skills and ability to support PC and PM deliverables (including CCN documentation)
• Ability to establish performance measurement baselines for assigned programs
• Mastery of PC tools and templates, with ability to correct or improve them
• Ability to use customized customer tools
• Self-motivated to continuously improve tools and templates
• Viewed as an expert and consulted by others when issues arise
• Senior-level role expected to work independently and as part of a team; provides guidance to junior staff
• Ability to take direction from multiple stakeholders and deliver presentations
• Post-secondary education in a related technical or commercial field
• 10+ years of related experience
• Proficiency in MS Office
• Expert user of Primavera and Excel
• Strong understanding of PMI PMBOK and AACE frameworks
• Strong understanding of the nuclear industry and project types
• Strong analytical skills
• Ability to manage complex customer relationships
• Valid Bruce Power Security clearance strongly preferred

Security Clearance:This role requires the successful candidate to complete the security clearance process.  The security clearance process is conducted in accordance with applicable regulatory requirements of the Canadian Security Intelligence Service (CSIS) and the Canadian Nuclear Safety Commission (CNSC) and may take up to 12 months to complete.

The base salary range for this position in Ontario (CA-ON) at the start of employment is expected to be between $87,000 and $135,000 per year. However, the base salary offered is based on local job market factors and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits.
