JOB PURPOSE

 

The role of  the Quality Manager is to demonstrate managing quality assurance and communicate business goals, programs and processes for our Fuel Operations, our Peterborough, while supporting Toronto and Arnprior plants where needed. In this role, you will utilize your experience and expertise to solve problems, develop and execute objectives for self and other, and effective short-term and long-term business goals. This role shares the responsibility of leading continuous improvement, including the Use of Experience and OPEX program.

 

The role reports to the Fuel Operations Director. It has direct reports and exposure to external customers, regulators, major suppliers and a direct impact on meeting customer needs. This role communicates directly with the customer, the fuel director, managers and employees of Fuel Operations across all three plants; Peterborough, Toronto and Arnprior.

 

RESPONSIBILITIES:

Quality Assurance and Regulatory Affairs

 

  • To ensure that the quality system, is established, implemented and maintained in accordance with standards such as, ISO 9001:2015, CAN/CSA N299-16, CSA N285.0, CSA B51, ASME BPVC Section III NCA-3800 and NCA-4000.
  • Be the face of Quality to the major suppliers, customer, regulatory bodies and to the business. Promoting the customer requirements throughout the organization.
  • Monitor and improve the Quality Compliance Assurance Program (i.e. Audits, Auditor Qualifications, Corrective Action Program, Change Management Program)
  • Analyzes proposals for important technological choices, defines methodologies to solve issues and provide guidelines for projects.
  • Presenting to top leadership on technical discipline and business solutions and reports on the performance of the quality system to management for review to meet accountability requirements, and as a basis for continuous improvement.
  • Ensure the Quality Assurance for Licence Activity Program meets Nuclear Regulatory requirements.
  • Within the general framework of the quality objectives, legal requirements for product approval and licensing, and the strategic plans of the Company, is responsible for and has the authority to accomplish the following duties for Fuel Operations, through direct involvement or the leadership of team members.
  • Ensure the efficient and cost effective operation of the Quality Assurance team in order to meet, and exceed where possible, all customer expectations with respect to quality of products and services.
  • Maintain the Quality System within Peterborough and support Toronto & Arnprior Operations.
    • Administer the Internal and Vendor Audit programs to ensure company-wide compliance with the Regulations, standards, QA Manual and related procedures.
    • Create, implement and maintain all required QA systems to ensure compliance
    • Coordinate the Management review team meetings, including preparation of Quality System Reports that summarize the status of Company Quality System.
    • Ensure the appropriate registrations for new or changing products occur. 
  • Co-ordinate external regulatory audits through organization, preparation, training and coaching of staff from all areas of the company that are involved. Lead regulatory, registrar and notified body audits. Manage all outcomes of regulatory audits.
  • Establishes the duties and responsibilities of direct reports and delegates authority and responsibility as deemed appropriate.
  • Develop objectives and strategies to meet the overall objectives of the Business unit.

 

Development:

 

  • Within the general framework of the operational objectives, is responsible for and has the authority to accomplish the following duties for Peterborough and Toronto & Arnprior Operations, through direct involvement or the leadership of team members.
  • Ensure the efficient and cost effective development and implementation of new or modified products/processes in order to meet, and exceed where possible, all organizational and customer expectations with respect to quality of products and services being developed.
  • Contribute to the development, planning, execution and achievement of strategic objectives for the Peterborough and Toronto & Arnprior operations
  • Provide sufficient knowledgeable resources for product and process development initiatives allowing for successful product registrations.
  • Establishes the duties and responsibilities of direct reports and delegates authority and responsibility as deemed appropriate

 

QUALIFICATIONS:

 

  • Bachelor's degree in related field plus 10 years of Process Improvement experience.
  • Experience working in quality assurance, and/or nuclear regulatory requirements.
  • The work requires a sound understanding of quality assurance issues in the context of external regulation
  • The work requires a sound understanding of nuclear regulation of facilities
  • Must possess ability to manage a professional group, and influence senior management and professionals within the organization.
  • The incumbent must have the analytical ability to judge the adequacy of quality assurance and safety and adherence to requirements and to participate in the resolution of problems.
  • The incumbent must have the ability to determine and defend product disposition when the disposition decision is questioned internally or externally by the customer or regulator.
  • The incumbent must have the ability to determine and defend nuclear regulatory and EHS disposition when the disposition decision is questioned internally or externally by the regulator or customer.
  • The incumbent must be able to effectively work with program managers, customer and other interested parties in the execution of development objectives.
  • Proven ability to build relationships and influence stakeholders to become supporters.
  • Experience of managing complex projects with multiple stakeholders through to successful completion.
  • Ability to communicate requirements and facilitate good practice-sharing in a motivating, engaging way.
