We are recruiting for a Commercial Proposal Manager for our location in Peterborough, ON. BWXT NEC's Fuel Handling and Engineered Solutions group is involved in the design, manufacture, development, testing, parts supply, and service of on-power refueling, reactor maintenance, and nuclear medicine delivery tooling sold around the world. We are the original designer of the automated systems that allow 24/7 on power refueling of CANDU reactors and aim to solve some of the Nuclear Industry’s most challenging problems. Today, BWXT’s equipment is being used in most of the nuclear power plants in Canada and is critical to delivering carbon free energy production and lifesaving medical isotopes.

Our Role:

 

The Commercial Proposal Manager is responsible for leading the customer solutions proposal coordinator team and Parts Commercial Analyst teams including the overall ownership of pricing activities, Pricing Approval Request (PAR), risk registers, term and conditions assessments, as well as customer facing commercial documents.This role is accountable to provide direct manager supervision of the proposal coordinator team, guidance and take ownership of the proposal construction process and forecast management of those opportunities. The individual reports to the director of commercial services and works primarily with the customer solutions, parts teams, Engineering, Manufacturing, legal and Senior management team, they will ensure adherence to company processes, templates and standards, as well as corporate governance requirements.

 

Your Day to Day:

  • Oversight and Management
    • Recruit, train, and supervise direct reports.
    • Mentor, develop, and lead direct reports.
    • Provide frequent feedback to the team, document goals progression quarterly throughout the year, and execute team performance reviews annually.
    • Ensure that all personnel in the department are appropriately trained for the tasks delegated to them and have appropriate qualifications and authorizations.
    • Monitor performance and initiate any actions necessary to correct any adverse trends.
    • Take lead in developing and implementing continuous improvement initiatives.
    • Manage team workload and assignments
  • Proposals/Documentation
    • Support the preparation of proposals as required for all levels of proposal size and difficulty in accordance with company policies and procedures
    • Direct functional areas and operating groups in preparing the various sections and inputs to the proposal
    • Develop proposal strategy in support of the sales strategy
    • Direct functional areas and proposal coordinators in in preparing the various sections and inputs to the proposal document
    • Engage in contract negotiations with customers
    • Conduct Pricing Approval Request (PAR) meetings to obtain necessary approvals for bids
  • Commercial Support and Risk Management:
    • Coordinate and/or Prepare terms and conditions assessments
    • Direct functional resources and contribute to the preparation of various proposal sections and inputs to the estimate
    • Prepare and support the proposal coordinators and analyst group with pricing decisions and constructing cash flow assessments
    • Benchmark internal costs with industry and historical costing to ensure competitiveness
    • Develop and manage internal risk management plans in accordance with company policies and procedures
    • Advise Business Line Managers and Legal on proposed T&C positioning that balances competitiveness and risk
    • Prepare T&C guideline deviation with stakeholders and legal
    • Advise project management personnel with complicated commercial claims
  • Business Development:
    • Participate in developing business strategies to accomplish business objectives
    • Take lead, when assigned, in developing and implementing strategies
    • Take lead, when assigned, in developing and implementing continuous improvement initiatives
    • Compile monthly and quarterly metrics and sales forecasting reports for multiple business segments
  • Contract Management:
    • Screening and evaluation incoming Purchase Orders (PO) for accuracy
    • Facilitate and provide DOA approval for PO acceptance
    • Advise operations personnel with commercial claims and contract changes
    •  Accept accountability for maintaining the project status and forecast information on the BWXT business system (JD Edwards) for the life of each project

 

Qualifications:

  • This is a senior position within the Proposal Management group. Supports ALL proposals and contracts
  • Strong multi-tasking is essential as support on a magnitude of ongoing projects is required
  • Bachelor's degree in a technical area or commercial/business, along with a minimum 10 years of related experience
  • Technically minded individual with previous exposure to Engineering project work
  • Exposure to a broad range of interdisciplinary departments: mechanical, I&C, software design and manufacturing
  • Excellent written, oral and illustrative communication skills
  • Ability to work and direct in a team
  • Demonstrated experience constructing estimates and proposals using Classification drivers
  • Ability to work under pressure and within tight schedules
  • Conveys a diplomatic/professional demeanor at all times and has a strong customer-centric focus
  • Strong word processing and spreadsheet development skills. Proficiency with Microsoft Word, Excel and PowerPoint is essential
  • Advanced understanding of Terms & Conditions. Experience working with a legal mindset
  • Leadership skills including planning, delegation, driving accountability and implementing change

The base salary range for this position in Ontario at the start of employment is expected to be between $89,000 and $139,000 per year. However, the base salary offered is based on local job market factors and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits.
