BWXT Medical is hiring a Human Resources Generalist - Labour Relations at our production facility in Kanata, ON. 

 

Location: On-site; 447 March Road, Kanata, ON

 

JOB PURPOSE: 

 

The Human Resource Generalist - Labour Relations works in partnership with employees, managers and directors on a variety of employment related matters and provides guidance in accordance with applicable legislation and internal policies.

 

Key focus areas include: Labour and Employee Relations, Recruiting, Performance Management, Benefits and Compensation.

 

JOB STRUCTURE & COMMUNICATIONS:

 

  • This position reports to the HR Manager, BWXT Medical.
  • The HRG is the senior HR member on-site, works independently and provides mentoring and coaching to junior human resources staff.
  • Individual contributor, no direct report.
  • Mainly internal customers i.e. employees and managers however will interact with external customers as required.
  • Provides seasoned coaching and guidance to managers on HR matters and influences without direct authority to ensure adherence to federal legislation/laws, collective agreements, etc.
  • Must demonstrate maturity and ability to influence stakeholders.

 

ACCOUNTABILITIES:

 

  • Leads grievances with management and union.
  • Participates in Union Management Committee Meetings as required.
  • Provides support related to collective agreement interpretation and application.      
  • Investigates and resolves employee relations matters, consults with others as required.    
  • Provides recommendations, develops and implements solutions to assist client groups on operational activities.
  • Meets with the business units on a regular basis to keep current on issues at the local level that have an impact on the business. Listens to the needs of the business and takes ownership to explore/deliver solutions.
  • Works with the business units to create workforce plans that will allow for proactive recruiting and better utilization of current resources.
  • Works with the hiring managers at the beginning of the salaried staffing process to confirm position is approved and budgeted; develops hiring specification (job description, competencies, salary range, etc.).
  • Participates in the candidate evaluation process; sets compensation for offer; onboard new hire (strategic plan, organizational alignment, etc.).
  • Handles employee relations issues and investigations while working closely with Legal and Ethics & Compliance.
  • Conducts exit interviews.
  • Provides high level support to Shared Services-led initiatives (succession planning, compensation planning, change management initiatives, etc.).
  • Provides labour relations support at selected locations with bargaining units and/or may be identified as a specific labour relations specialist at those sites with large bargaining unit representation.
  • Collaborates with HR team members across the BWXT organization on specific projects and initiatives.

 

GENERAL LABOUR RELATIONS:

 

  • Key day-to-day contact for union executive.
  • Builds and maintains trust between the company and the Union.
  • Builds and maintains trust between the company supervisors and the Labour Relations department.
  • Builds and maintains communication lines between BWXT supervisors and the Union and ensures accessibility to both parties for advice.
  • Takes proactive measures to minimize formal grievances.

 

Grievance Handling and Arbitrations:

 

  • Handles grievances during Step I and Step II including conducting grievance meetings, drafting formal responses to grievance and settlements, ensuring consistency in resolving issues and engaging with outside legal when necessary. Supports the Manager, HR with Step III grievance.
  • Skilled at resolving grievances and conflicts by getting management and the union to work collaboratively.
  • Attends arbitrations. Works closely with management and outside legal on preparing for arbitration.
  • Conducts fact finding investigations and produces investigation reports including recommendations and corrective actions.

 

Collective Bargaining and Agreement Administration:

 

  • Researches and analyzes data in support of collective bargaining including reviewing external wage surveys and other compensation data. Recommends changes to collective agreement language to support business objectives and minimize risk to the company.
  • Assists with the development of Strike/Lockout plans.
  • Member of the management bargaining team, responsible for tracking bargaining progress, drafting of MOS, MOAs, and keeping of minutes.
  • Responsible for communicating collective agreement updates to management to ensure compliance to new language.
  • Administers collective agreements in a fair and equitable manner and advises management on course of action.
  • Interprets and applies relevant labour and employment legislation and regulations.
  • Oversees the layoff and recall process.

 

Progressive Discipline:

 

  • Provides advice and recommendations on disciplinary action.
  • Supports managers and supervisors during disciplinary meetings.
  • Supports managers and supervisors during disciplinary meetings and terminations. Provides coaching and feedback to managers and supervisors in relation to the process.

 

Attendance & Disability Management:

 

  • Manages the Medical Attendance Management Program for bargaining unit staff. Includes analysis of data, running of reports, drafting of correspondence.
  • Reviews and updates the Attendance Management policy as needed. Ensures the policy complies with Human Rights and Canada Labour Code updates.
  • Liaises with union and management as part of the Return to Work process including the set-up of workplace accommodations.
  • Supports management during Attendance Meetings.
  • Meets with employees who have extenuating circumstances and recommends a course of action.

 

OTHER HR DUTIES:

 

  • Develops and implements HR policies and procedures as required and provides advice and guidance on these policies.
  • Stays abreast on key HR initiatives and supports these initiatives within Medical.
  • Recruits for both union and non-union roles.
  • Works closely with Compensation on wage analysis, annual merit and SEIP planning.
  • Deals with management and employee inquiries in a timely fashion and on a confidential basis.

 

 

KNOWLEDGE & EXPERIENCE:

 

  • University degree and/or Human Resources Management Diploma.
  • Masters Industrial Relations (MIR) would be a definite asset.
  • CHRP designation would be an asset.
  • Experience working in a unionized, federally legislative environment is preferred.
  • Minimum of four (4) years’ experience in HR.
  • Sound knowledge of human resources best practices.
  • Strong knowledge of employment standards, legislation and company policies and procedures as they relate to labour law requirements and HR.
  • Demonstrated problem solving and conflict resolution skills.
  • Exceptional communication and relationship building skills.
  • Effective planning, organization and time management skills.

The base salary range for this position in Ontario at the start of employment is expected to be between $74,000 and $111,000 per year. However, the base salary offered is based on local job market factors and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits.
