JOB SUMMARY:
This Senior Level position provides leadership and support of supply chain activities of our Precision Manufacturing (PMI) site which manufactures specialized tooling and process plant systems in the nuclear industry.
RESPONSIBILITIES:
Provide guidance/leadership to team regarding typical procurement activities including:
- Vendor selection;
- Support resolution of technical exceptions presented during supplier quote phase;
- Identification and development of new suppliers;
- Actively participate with FM in resource planning, recruitment, interviewing and onboarding;
- Support departmental KPI reporting;
- Develop, review and/or approve procurement work instructions and procedures;
- Lead team training/best practice initiatives;
- Assist with the assignment of work within the team;
- Lead supplier specific long term/scheduling agreements;
- Review and release high value PO’s by checking bid evaluations;
- Support and rollout team goals, track performance of team and deliver mid-year and end of year performance reviews;
- Attend weekly leadership meetings with FM and TLs, conduct bi-weekly team meetings, approve teams weekly timecards;
- Leading by example, assure compliance and adherence to processes (including internal Business Management System), industry codes and standards, quality systems, policies, and contractual requirements;
- Proactive and timely identification of project risks, analyze solutions, and take decisive action to resolve issues and communicate these to the leadership and/or executive team as required.
Commodities & Services Purchasing:
- Purchase assigned commodities and services;
- Obtain vendor quotations for materials, equipment, services, etc.;
- Review and analyze quotes to ensure clarity and accuracy of technical and commercial items.
Source Qualified Suppliers:
- Ensure intimate knowledge of suppliers core competencies;
- Investigate new manufacturing applications and interface with vendor’s senior management personnel;
- Develop strategic product/commodity procurement and develop new vendors, considering all business factors including technical, market, commercial, scheduling and quality.
Contract Administration:
- Provide ongoing purchasing contract administration including revision management, schedule maintenance, warranty claim resolution, quality and commercial discrepancy settlement, etc., as required during the life of contract;
- Lead multi-functional teams in complex negotiations.
Corrective Action:
- Provide supplier corrective action resolutions, supplier quality improvement and vendor claim cost recovery.
Continuous Improvement:
- Develop rapport with engineering, legal, manufacturing and project management personnel in order to maximize supply chain management effectiveness;
- Lead continuous improvement projects;
- Train/mentor other members within the procurement team.
Cost Reduction:
- Perform value analysis including participation and organization of cost savings initiatives;
- Understand and ensure compliance with applicable external codes, regulations and guidelines as well as internal standards set by BWXT.
QUALIFICATIONS:
- Univeristy or college degree in engineering or technology or minimum 5 years related technical experience.
- Minimum of 7 years’ experience in a Procurement leadership role.
- Minimum of 5 years’ experience working in the nuclear field.
- Minimum of 5 years’ experience in Engineering design and/or technical position (preferred).
- Well-developed knowledge/understanding, and experience purchasing to nuclear standards and codes (ASME NCA 3800 and 4000, NQA-1, CSA N285, N286 -12, N286.7, Z/N299, ISO 9001, Q396).
- Well-developed knowledge/understanding, and experience reviewing product/process/equipment qualifications.
- Well-developed knowledge/understanding, and experience interpreting drawings and technical documents.
- General understanding of manufacturing principals (raw material specifications, machining, welding, NDT, dimensional inspection).
- Supplier relationship development, negotiation skills, excellent written and oral communication
skills as well as the ability to effectively lead teams.
- Project Management experience (preferred).
- Significant product knowledge and understanding of BWXT PMI’s Business Processes (preferred).
- Significant capability with regard to risk management and quality tools.

The base salary range for this position in Ontario at the start of employment is expected to be between $89,000 and $139,000 per year. However, the base salary offered is based on local job market factors and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment.
