POSITION SUMMARY:

  • Administers the SPR’s Process Safety Management (PSM) Process Hazard Analysis (PHA) Program to ensure OSHA compliance. This includes but is not limited to performing PHAs for new/modified systems and revalidation PHAs every 5 years making overall process hazard analysis recommendations,analyzing new systems, equipment, and proposed design changes for PSM impacts and reviewing changes to processes and methods for process hazard analysis impact.
  • Prepares, facilitates, and scribes PHA studies to identify, assess, and mitigate potential hazards in industrial processes ensuring that all potential hazards, causes, and consequences using HAZOP methodologies and Layer of Protection Analysis (LOPA) and including facility siting, human factors.
  • Coordinates and audits PSM programs as well as identifying improvements to existing programs and developing and implementing improvement solutions.
  • Supports Management of Change (MOC) and Pre-Startup Safety Review (PSSR) processes by reviewing technical changes, startup readiness, critical safeguards, training needs, procedures, and open action status.
  • Performs specialized technical safety analyses such as facility siting studies for placement of temporary and permanent facilities; non-PHA process hazard analyses/risk assessments; emergency management hazards identification support; and safety analyses for new processes and methods or revisions to existing processes and methods.
  • Responsible for reviewing and updating Upset Response Manuals through close coordination with operational engineers and SPR sites.
  • Review P&IDs, equipment specifications, operating envelopes, control narratives, layouts, chemical inventories, and utility interfaces to identify process safety and facility design implications.
  • Provide practical engineering input on life safety, fire protection, hazardous materials, ventilation, detection/alarming, emergency shutdown, pressure relief, containment, and occupancy or hazard classification questions.
  • Develop and maintain process safety information, hazard registers, safeguard/IPL libraries, action trackers, PSM procedures, risk assessment templates, decision logs, and program metrics.
  • Support incident investigations, root cause analysis, corrective action development, lessons learned, and verification that systemic risk controls are implemented.

Minium Qualifications:

  • Bachelors Degree in Engineering or other Technical Degree with demonstrated process safety experience with a minimum of 5 years of progressive experience in the chemical or petroleum industries in process engineering/process safety management under OSHA standard 29 CFR 1910.119.
  • Hands-on experience facilitating PSM-related activities such as PHAs and Hazard and Operability Studies (HAZOPs).
  • Strong written and oral communication skills required to develop presentations, analytical reports, technical correspondence, and lead teams.

 

Desired Qualifications:

  • Prefer degreed Engineer (Chemical, Mechanical, Petroleum, or Industrial)
  • Experience with design and operation of process systems including piping, valves, pipeline systems and pumping equipment.
  • Experience with siting studies and risk appraisals.
  • Experience with PHAWorks or similar software.

 

CERTIFICATIONS, LICENSES:

  • Preference is given to candidates who hold a Process Hazard Analysis Facilitator certification.

 

WORKING CONDITIONS:

  • Normal work conditions found in a typical office environment.
  • Requires periodic travel and work in operating crude oil storage facilities.
