POSITION SUMMARY:
Supervise a team of Construction and Service Subcontract Administrators. Responsible for meeting departmental and customer schedules and milestones while maintaining compliant subcontract files. As a working Supervisor, you may be required to issue solicitations, evaluate proposals, award and administer subcontracts. Prepares, issues and/or reviews Best Value (Lowest Price Technically Acceptable, Trade-Off, Highest Technically Rated Offeror, etc.) solicitation documents and subcontract modifications to ensure that the subcontractor has a complete understanding of the technical and contractual requirements applicable to the change. Receives and evaluates proposals and awards subcontract modifications within his/her delegation of authority. Prepares and/or reviews consent packages and advance notifications for DOE approval as required. Reviews awarded subcontracts as assigned and provides coordination to ensure that all post award submittals e.g., performance and payment bonds, insurance and required submittals are approved prior to issuance of Notice To Proceed with work. Holds pre-construction and/or pre-bid conferences with subcontractor and all technical personnel in New Orleans, LA or at the job-site prior to commencement of work. Conducts timely and proactive post-award administration including but not limited to monitoring subcontractor’s performance to approved construction schedule, and invoices; interpretation of FAR and DEAR clauses relative to subcontract changes and performance; coordination with interdepartmental divisions to respond to subcontractor Request For Information; Differing Site Condition Notices, negotiates changes. Attends weekly status meeting with Procurement Management, DOE and internal customers; attends weekly meetings with subcontractors to monitor current activities and two week look ahead, etc. Maintains complete and current AUDIT READY files that document all actions and correspondence affecting administration of assigned subcontracts and acquires releases from the subcontractor for final close-out of the subcontract. Confers with interdepartmental divisions regarding changes to the scope of work, requirements, specifications, etc. Negotiates and performs cost and/or price analysis on all proposed subcontract modifications and/or claims. Consistently demonstrates safe behaviors and supports pollution prevention, waste minimization, and behavioral accident prevention efforts as part of the day to day activities.
Minium Qualifications:
MINIMUM QUALIFICATIONS REQUIRED: Bachelors degree and 10 years or HS Diploma and 15 years experience in Government type Procurement, with at least 5 years working directly in construction procurement, and at least 5 years of supervisory/management experience. Must have demonstrated proficiency in negotiations and contract administration. Experienced in the administration of Fixed Price, Time & Material and Cost Reimbursable type contracts. Experience with engineering designed packages pertaining to, but not limited to, construction tasks, production facilities, or processing plants. Must possess proficiency in Microsoft365 (Teams, Word, Excel, PowerPoint) and demonstrate knowledge and proficiency in Internet based electronic commerce tools. Must have excellent negotiation and verbal communication skills, analytical skills in pricing and price/cost analysis. Must also possess the perceptual ability to identify, assimilate and comprehend the critical elements of a situation. Must have a working knowledge of purchasing principles and applications, knowledge of federal regulations; FARs, DFARs and department of energy regulations, DEARs. CERTIFICATIONS, LICENSES DESIRED: Certified Purchasing Manager, Federal Acquisition Certification in Contracting (FAC-C Professional), or equivalent
