BWX Technologies, Inc. (BWXT) is seeking a Supply Chain Manager to provide strategic direction and execution for our Advanced Technologies (AT) organization located in Lynchburg, VA.  

 

The Advanced Technologies (AT) Supply Chain Manager is tasked with leading a dedicated team to formulate and execute strategies for the procurement of components and equipment. This role is critical in supporting various first-of-a-kind (FOAK) development-to-production programs within AT. To achieve optimal success, the Supply Chain Manager collaborates closely with other AT program, project, and engineering teams, emphasizing the efficient fulfillment of customer requirements in terms of quality, timely delivery, and cost management.

 

Additionally, the Supply Chain Manager bears responsibility for comprehensive oversight of major subcontracts, including the analysis and evaluation of subcontracting opportunities, negotiations, and the establishment and maintenance of strategic alliances. Responsibilities also encompass the development and modification of subcontract provisions, ensuring the applicability of complex flow-down requirements, and implementing source selection strategies along with contractual management. Proficiency in government contracting protocols (FAR/DFAR) is essential, alongside a solid understanding of fundamental accounting and finance principles. This includes the capability to devise milestone payment plans that effectively manage cash flow, conduct price analysis, assess termination liability, perform variance analysis, and evaluate liquidated damages.

 

This position is located in Lynchburg, VA, and will report directly to the Senior Manager of Supply Chain Operations, while also maintaining a dotted line reporting relationship with the AT leadership team.


Essential Functions/Responsibilities:

  • Develops BWXT's Advanced Technologies supply chain strategy and leads execution with a growth mindset in a design/development environment.
  • Partners with Project Management, Engineering, Legal, Quality and Finance teams to optimize procurement activities for key components in support of program objectives (quality, delivery and cost). 
  • Creates, implements, and maintains a standard framework for key procurement activities including supplier qualification and on-boarding, proposal analysis and risk management, which can be leveraged across programs, projects, and commodities.
  • Drives operational execution of the procurement organization to meet discrete program needs for primarily first of a kind (FOAK) projects.
  • Manages the Advanced Technologies component sourcing team with a focus on collaboration, compliance, safety, quality and productivity.
  • Acts as escalation point to resolve any disruptions in the various project procurement processes.
  • Mitigates supply chain risks through the creation of risk management strategies and lessons learned.
  • Leads the development and maintenance of strategic supplier relationships.
  • Assists Advanced Technologies procurement team in negotiations with suppliers on terms and conditions, including customer flow downs, cost, and delivery.
  • Ensures full compliance with customer and Government purchasing requirements/regulations as well as BWXT policy.
  • Develops and implements procurement training programs to share learnings and sustain high performing team.
  • Drives a culture of continuous improvement through Lean and furthers the business’s strategic imperatives. Utilizes Lean problem-solving method to address safety, quality, delivery, and cost issues. 
  • Coordinates with broader BWXT Supply Chain teams to drive standard work and metrics while leveraging organization benefits.
  • Supports proposals including acquisition strategy and early subcontractor selection, in concert with Product Lines, Mission Assurance, Engineering, and Business Development.
  • Interfaces with customers as required.
  • Delivers on project cost, fulfillment, and quality goals.
  • Performs other duties as assigned. 

 

Required Minimum Qualifications:

  • Bachelor's degree in Supply Chain Management, Business, Engineering, or other technical-related field.
  • Fifteen (15) years of procurement, subcontract management, proposal process, and/or project management experience.
  • Five (5) years progressive team leadership/management experience in supply chain and/or procurement role required with ten (10) years preferred.
  • Demonstrated experience leading and developing teams while establishing a culture built on accountability, collaboration and performance.
  • Highly proficient in managing specific customer requirements and flow downs including FAR, DFARs and other DoD regulations.
  • Excellent understanding of EV, ERP, MRP Systems including inventory management, resource and flow planning, and tracking.
  • Experience leading in a Lean organization which includes development of metrics to drive performance and identify opportunities for continuous improvement.
  • Strong leadership skills capable of working successfully in a matrixed organization, as part of a cross-functional team, to drive delivery of cost and schedule objectives.
  • Excellent communication skills at all levels of the organization including ability to tailor messaging to a variety of working groups, including senior executive teams.
  • Ability and willingness to travel up to 25% of the time.

 

  • Must be a U.S. citizen with no dual citizenship.
  • Must be able to obtain and maintain a Department of Energy (DOE) clearance.

 

 Preferred Qualifications:

  • Master’s degree in Supply Chain Management, Business, Engineering or other technical-related field.
  • Proven success in managing large, complex projects or programs in high pressure, first of a kind (FOAK) and demanding schedule environments.
  • Sourcing experience in nuclear industry, or another highly technical regulated industry.
  • Relevant experience in source selection and management of complex DoD and/or DOE subcontracts.
  • Certification in Lean, Six Sigma or equivalent continuous improvement programs.
  • CPM and/or APICS certification.

 

Pay: $132,000 - $203,000

 

The base salary range for this position in Virginia (US-VA) at the start of employment is expected to be between $132,000 and $203,000 per year. However, the base salary offered is based on local job market factors, and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment. If hired, the selected job candidate will be employed 'at-will,’ unless employed at a location and in a position subject to a collective bargaining agreement.  The company further reserves the right to modify base salary (as well as any other discretionary payment, compensation or benefit program) at any time, including for reasons related to individual performance, company or individual department/team performance, and other market factors.
