BWXT is currently seeking an IT Contract and Licensing Specialist for its Lynchburg, VA location!

 

The IT Contract and Licensing Specialist is responsible for managing the life cycle of IT and IT related licenses, contracts and assets.  This includes, but is not limited to engaging with IT, procurement, legal and other BWXT business staff, to ensure that all IT hardware and software contracts, licenses and assets information is current, in compliance and up to date.  Ensuring contracts/licenses are current will include working with vendors and purchasing staff to obtain quotes as well as creating purchase requisitions from which purchase orders will be created.

 

Job Description/Duties:

  • Work alongside procurement colleagues to assist with developing statements of work (SOWs) and understand any current requests for information (RFIs), requests for quotation (RFQs), and requests for proposal (RFPs) that are in the pipeline.
  • Maintain a contract management database that contains all executed contracts, as well as contracts that are under development but are not yet active. Moreover, track obligations, deliverables, and contract change notes. Manage and control access to documents as appropriate.
  • Maintain records and databases which maintain data on licenses, warranties, inventory and service agreements for the BWXT organization.
  • Support organizational cost management by supporting product standardization and tracking.
  • Understand and support organizational budget processes and cost tracking.
  • Collaborate with all teams (security, compliance and tax, HR, accounts payable, etc.) to ensure that vendors are performing in accordance with existing requirements and regulatory obligations.
  • Administer commercial and financial arrangements to include billing, invoicing, performance incentives and remedies, and internal chargebacks, where appropriate.
  • Collaborate with vendors and key stakeholders to establish clear contract change control processes.
  • Develop strong relationships with IT staff, business owners, finance and procurement.
  • Develop and maintain relationships with external vendors in order to keep current with changes in offerings and contract/license terms. 
  • Develop regular reports on contract milestones, execution, and risk, and inform internal customers, vendors, and management of activities and progress through regular written and verbal communication.
  • Participate in the development of the asset management mission, goals, and objectives.
  • Maintain a current knowledge of contracting trends, licensing models, and traditional and emerging contract and vendor performance models.  Educate BWXT staff on the emerging trends and implications to the BWXT business.

 

Job Qualifications/Requirements:

  • A minimum of a Bachelor’s degree in a related field is required.
  • Must possess at least five (5) years of related experience.
  • Strong project and process management skills, with the ability to handle multiple vendors and multiple contracts, as well as a wide range of tasks.
  • Knowledge of contract risks and to work with other parts of the organization in crafting tactics and strategies for risk mitigation.
  • Ability to structure and evaluate bids against a broad set of evaluation criteria, and provide recommendations for vendor selection.
  • Where applicable, understanding of government and industry regulations that will influence contracting approach and vendor behavior.
  • Strong ability to communicate with IT users, legal and procurement staff, and business leaders to craft contracts that align complex needs with contractual requirements to achieve business outcomes.
  • Customer-focused approach to delivering contract management services to internal customers.
  • Strong relationship and interpersonal skills to be applied in working with vendors across the entire contract life cycle.  
  • Ability to manage conflicting stakeholder needs and wants.
  • Experience in working with enterprise agreements is desired.
  • Ability to obtain and maintain a DOE security clearance is required.
  • Must be a U.S. citizen with no dual citizenship.
