Under general supervision, the Security Analyst will function as the Facility Security Officer for the BWXT NOGJ facility in Jonesborough Tennessee. This position will report to the NOGJ General Manager Jonesborough. The position will apply expertise to develop, administer and maintain a government compliant industrial security program under the cognizance of one or more government oversight agencies, will be responsible for physical facility security and for personnel security.
Responsibilities:
60% - Industrial Security: Administers the overall security program for the facility and ensures compliance. Serves as the Facility Security Officer (FSO), as well as liaison with government security agencies, such as DSS, FBI and local law enforcement. Establishes security policies and procedures in accordance with the National Industrial Security Program (NISP), Risk Based Performance Standards, corporate policies and customer requirements. Performs the following functions: document control, personnel security clearance processing, facilitation of incoming and outgoing visits, security inspections and other industrial security related tasks. Establishes and maintains Contract Security Classification Specification (DD Form 254) for classified subcontracts with coordination and support from Contracts and Program Management. If applicable to the facility, this position ensures security compliance with all aspects of Department of Homeland Security (DHS) Chemical Facility Anti-Terrorism Standards (CFATS) attaining at least a Satisfactory on annual DHS inspections. Establish and maintain recurring training and program security compliance deliverables. Revise, develop, and communicate clear and effective written plans, procedures, and instructions. This position will be required to perform duties in alignment with applicable corporate and local policies, directives, and processes and will work in conjunction with the corporate security team.
20% - Physical Security: Prepares and submits facility accreditation packages and site security plans; ensures physical security requirements are adhered to. Maintains and recommends physical security hardware and electronic security systems. Interfaces with contract security officers and ensures statement of work is adhered to.
15% - Other: Assignments in support of company goals and department objectives, including but not limited to, support for emergency preparedness, response, disaster recovery, and business continuity planning.
5% - Communications Security: Assists security management in the maintenance and accountability of electronic communication equipment. Provide assistance in other areas of the facility as required.
Qualifications:
Requires a Bachelor's degree in an appropriate discipline and five (5) years of directly related experience, or equivalent combination of education and experience.
Additional Requirements and Desired Qualifications:
- Working knowledge of 32 CFR, Part 117 (NISPOM). Current Facility Security Officer (FSO) certification desired; or able to successfully obtain certification within one year of hire.
- Working knowledge of the National Industrial Security System (NISS) and Defense Information System for Security (DISS) portals is a plus.
- General familiarity with Intelligence Community Directives (ICDs), Risk Management Framework (RMF), and other relevant industrial security policy documents.
- Communicate effectively, orally and in writing with all levels of management and individual contributors.
- Strong working knowledge of Windows based computer environments and Microsoft Office productivity software is essential.
- Ability to analyze complex security problems and provide focused solutions to accomplish program objectives.
- Must be eligible to obtain and maintain a DoD Security Clearance. Position may require the ability to satisfy enhanced personnel security requirements (as applicable).
- Willing to travel (local and CONUS) up to 10% of the time.
Pay: $77000 - $116000
The base salary range for this position in Tennessee (US-TN) at the start of employment is expected to be between $77000 and $116000 per year. However, the base salary offered is based on local job market factors, and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment. If hired, the selected job candidate will be employed 'at-will,’ unless employed at a location and in a position subject to a collective bargaining agreement. The company further reserves the right to modify base salary (as well as any other discretionary payment, compensation or benefit program) at any time, including for reasons related to individual performance, company or individual department/team performance, and other market factors.
