Facilities Manager - BWXT NOG-J - Jonesborough, TN
The Facilities Manager will report to the NOGJ General Manager and will be responsible for the management and direction of facility activities including the maintenance, construction, facility expansion, equipment installation, alteration and repair, project management of construction, installation or repair of buildings, structures, facilities, equipment and machinery.
Responsibilities will include:
- Facilitate design and optimization of facility layout and critical operational systems
- Manage resources responsible for maintenance of infrastructure and equipment
- Develop and implement utility plans, perform system evaluations and establish operational efficiency
- Organize and direct the work of individuals and/or project teams in all aspects of assigned projects
- Assure that activities within defined scope are safely accomplished in accordance with company policies, sound business practices and are in compliance with local, state and federal Department of Defense regulations.
- Gather and analyze data, blueprints, and reports
- Implement facility and equipment specifications requirements
- Analyze project costs and preparing budgets
- Design and oversee the implementation of facility expansion, layout, various systems, and quality controls
- Evaluate operational systems and facility infrastructure to ascertain and improve operational efficiencies
- Manage supervisors of skilled trades and craft personnel performing work in such specializations as: machine tool repair, air conditioning and refrigeration, instrumentation and controls equipment installation and removal, carpentry, painting, machining, welding, plumbing, plastering, cement finishing as well as unskilled support and maintenance tasks.
- Approve on-the-job training and instruction to unit personnel.
- Responsible for inspection of work sites to ensure that machinery and equipment are in safe and efficient working condition and that facilities meet all industrial hygiene standards.
- Ensure planning of workloads and assignment of personnel in accordance with predetermined schedules and in relation to availability of personnel, materials, supplies, parts and equipment.
- Coordinate with appropriate departments determine priorities, resolve problems, and expedite deliveries of materials and supplies.
- Plan and coordinate infrastructure and equipment maintenance schedules and activities
SKILLS AND KNOWLEDGE
- Bachelor's degree in appropriate field with at least 5 years of experience as a facilities supervisor or manager, or combination of education and experience equivalent to 15 years of experience.
- Must have a high consciousness for personnel, facility and equipment safety
- Experience with CMMS software, Oracle or SAP, and MS Office
- Working knowledge of structural code
- OSHA30 or OSHA40 training or equivalent certifications/training
- Knowledge of the building process and construction principles
- Knowledge of relevant regulations and building codes
- Good verbal and written communication skills
- Troubleshooting and problem-solving skills
- Project management skills
- Supervisory and administrative skills including the ability to select, appraise, motivate and develop subordinates
- Ability to provide effective direction, leadership and work effectively in a team environment
- Demonstrated abilities to plan, prioritize and delegate work assignments
- Knowledge of proper maintenance and usage of all equipment, tools and materials used in assigned activities
- Knowledge of all safety and industrial hygiene regulations and requirements for assigned activities
- Knowledge of all pertinent Federal, state and local regulations, codes and guidelines as they related to assigned activities
- Ability to read and interpret blueprints, drawings, layouts, etc.
- Skills and abilities to provide functional and administrative guidance for activities in defined scope of responsibilities
- Interpersonal skills to communicate effectively with all levels of management and individual contributors
- Ability to work effectively in a team environment
- Provides assistance to subordinates in meeting established schedules or to resolve complex administrative or operational problems.
- Plans, directs and coordinates the activities of a major maintenance function with multiple shift responsibility.
- Conducts meetings with subordinate supervisory personnel to discuss overall objectives, outline operating policy and procedure, review problem areas, develop specific schedules and priorities to meet commitments and obligations and to provide coordination and integration of resources.
- Plans and implements long-range maintenance programming into effective day-to-day usage.
- Acts as resource person to subordinate personnel and associate departments in the application and interpretation of Aerojet policy, management directives, standard practices as well as engineering, military, Federal, state and local codes, standards and specifications as they relate to assigned areas.

Erroneous decisions or recommendations or failure to complete assignments would normally result in serious delays to assigned projects with considerable expenditure of time, human resources, and funds without jeopardizing future business activity.
Maintains contacts with inter-organizational and external representatives. May participates in briefings and technical meetings for internal and external representatives concerning specific and/or organizational projects or operations.
Requirements
- Requires a Bachelor's degree and eight years directly related experience in an appropriate discipline or equivalent combination of education and experience.
- Requires directly related and progressively responsible experience in order to provide effective supervision for activities within defined scope of responsibility.
- The ability to obtain and maintain a DOD security clearance is required.
- US Citizenship with no dual citizenship.
Pay: $77,000 - $116,000
The base salary range for this position in Tennessee (US-TN) at the start of employment is expected to be between $77,000 and $116,000 per year. However, the base salary offered is based on local job market factors, and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment. If hired, the selected job candidate will be employed 'at-will,’ unless employed at a location and in a position subject to a collective bargaining agreement. The company further reserves the right to modify base salary (as well as any other discretionary payment, compensation or benefit program) at any time, including for reasons related to individual performance, company or individual department/team performance, and other market factors.
