Summary:

This is a key management position and serves not only as a single point of contact for all site activities but also provides executive oversight to ensure safe and compliant construction work, equipment upgrades and installation, and other functions.  

 

BWSR LLC is the overhaul Program Subcontractor at the Naval Reactors Facility in Idaho Falls, ID. The main project areas at the site include remediation of historical research facilities, characterization of site-infrastructure to support on-going maintenance and construction.

 

Job Description / Duties:

 

  • Provide executive oversight to all organizations to ensure safe and compliant equipment upgrades, equipment installation and construction work, radiological remediation, environmental remediation, asbestos removal at the NRF.

 

  • Interfaces directly with M&O contractor for Naval Reactors at the site.

 

  • Interfaces with the BWSR President (who has multiple sites), the BWSR Board of Managers, as well as Technical Services Group on corporate objectives and performance reviews.

 

  • Function as the single point of contact responsible for all BWSR activities at the site and manages a multi-discipline work force of engineers, union employees (craft and radiological control technicians), and compliance (radiological controls and safety) professionals as well as oversight of the day-to-day functional programs for running the business.  The contract currently has 130 employees but is expected to go up to 200 employees over the course of the contract.

 

  • Manage contracts with increasing value and head count.

 

  • Deliver overall task order management, including full authority to develop task order proposals, negotiate and sign task orders, provide sub-tiered subcontract purchasing and administration, review material submittals and shop drawings.

 

  • Execute project budget and schedule performance including the use of project forecasts and estimates-to-complete via an earned value methodology.

 

  • Direct the preparation and execution of corrective action plans.

 

  • Manage project resources via competitive hiring, development, and retention practice.

 

  • Maintain oversight of local activity in a full-time capacity and provide fiduciary responsibility on behalf of BWXT.

 

  • Oversee all BWSR personnel and subcontractors, contract execution and changes, engineering and field performance, process/productivity improvements, cost/schedule performance and provide an overview of performance and subsequent fee/profit to the BWSR Board of Managers on a quarterly basis.

 

  • Provide management for BWSR’s NRF work quality and worker safety through a balance of field presence and routine meetings with the Fluor Marine client and regulators to ensure BWSR alignment with customer needs and regulatory requirements.

 

  • Self-assessment of performance of the project.

 

Job Qualifications / Requirements:

 

  • Requires a bachelor's degree and a minimum of, typically, 20 years of experience in leadership in a technical or operational field or related area.
  • A minimum of 5 years’ experience in the field of construction, equipment upgrades, equipment installation, radiological remediation, environmental remediation and/or asbestos removal with projects utilizing approximately 50 or more employees is required.
  • Prior Naval Nuclear Propulsion Program experience is preferred.
  • Must be a US citizen. No dual citizenship.
  • Must be able to obtain and maintain a DOE "L" security clearance - a current clearance is preferred.
  • Must be able to obtain and maintain radiological qualifications.
  • Customer approval of the selected candidate will be required.

The base salary range for this position in Idaho (US-ID) at the start of employment is expected to be between $154,000 and $271,000 per year. However, the base salary offered is based on local job market factors, and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment. If hired, the selected job candidate will be employed 'at-will,’ unless employed at a location and in a position subject to a collective bargaining agreement.  The company further reserves the right to modify base salary (as well as any other discretionary payment, compensation or benefit program) at any time, including for reasons related to individual performance, company or individual department/team performance, and other market factors.
