JOB SUMMARY:
The Procurement Lead will work at the Naval Reactors Facility (NRF) located on the Idaho National Lab. The Procurement Lead will manage and be responsible for the performance of the employees working in the procurement department. The Procurement Lead is responsible for complex procurement actions, including vendor sourcing, solicitation, proposal evaluation, delivery, closeout, and all associated aspects of the procurement process; contract oversight to ensure all applicable contract requirements, BWXT corporate policies and Federal Acquisition Regulations are appropriately applied to procurement actions; overseeing and tracking the purchasing of materials and services to ensure all project needs and timelines are met; auditing the receiving / receipt controls of materials; auditing material stores inventories; establishing purchase orders / purchasing agreements with vendors through BWXT Corporate Procurement; auditing Purchase Card reconciliations monthly; and drafting Approval Requests (AR) to the customer for procurements as required by BWSR procurement procedures and the BWSR contract.
JOB RESPONSIBILITIES:
The successful candidate is responsible to:
- Assigns tasks to employees under their direction.
- Will provide performance input of their employees to the department manager for the performance review process.
- Establishes purchase orders/purchasing agreements with vendors through BWXT Corporate Procurement.
- Oversee and track the purchasing of materials and services, ensuring all project needs and timelines are met.
- Audits the receiving / receipt controls of materials.
- Audits material stores inventories.
- Audits Purchase Card reconciliations monthly.
- Drafts Approval Requests (AR) to the customer for procurements as required by BWSR procurement procedures, and the BWSR contract.
- Ensures all BWSR procurements meet BWSR procedures and customer requirements, to include requirements for competitive sourcing and/or sole source or single source justifications and approvals.
- Consults with BWSR, LLC and BWXT Corporate experts to ensure purchases “conform to good Commercial and Government procurement practices and requirements”.
- Gains and maintains expertise in customer, BWSR, BWXT Corporate procurement, Purchase Card, and material control procedures and requirements.
- Effectively communicate with requestors and vendors of any change in material or expected delivery times.
EDUCATION/EXPERIENCE:
Education and Experience Required:
- Requires 4 years completed bachelor’s degree and 5 years of procurement experience or related field.
Minimum Qualifications:
- Should be familiar with purchasing and accounts payable systems and procedures.
- Proficiency in MS Office (Word, Excel, PowerPoint and Outlook) required. Ability to use various inventory management and material procurement processing systems.
- Must be able to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
- Ability to obtain and maintain a Department of Energy “L” security clearance.
- Able to complete and maintain all training and qualifications required for the position.
- Ability to evaluate and prioritize work when given multiple procurement requests at once.
- Perform other duties as assigned by management.
- Understand and develop flow-down clauses that bind subcontractors to the terms and conditions of prime contract.
- Ability to impact the timeliness objectives of assign customer tasks.
- Ability to coordinate between multiple work groups i.e. Engineering, Project Management, Safety, Compliance, and Operations to provide best value to the customer.
The base salary range for this position in Idaho (US-ID) at the start of employment is expected to be between $85,000 and $145,000 per year. However, the base salary offered is based on local job market factors, and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment. If hired, the selected job candidate will be employed 'at-will,’ unless employed at a location and in a position subject to a collective bargaining agreement. The company further reserves the right to modify base salary (as well as any other discretionary payment, compensation or benefit program) at any time, including for reasons related to individual performance, company or individual department/team performance, and other market factors.
