Regulatory Advisor Senior - Nuclear Fuel Services - Erwin, TN
Summary Description of Job:
Directs the Safety and Safeguards Review Council (SSRC) program activities as required by NRC License SNM-124. Reviews and approves proposed license changes affecting safety, physical security, and/or material control and accountability. Reviews and approves the NFS ALARA Program and results of safety inspections, audits, and investigations which the license requires be conducted. Reviews and approves new and revised operating and safety procedures. Reviews and approves Internally Authorized Changes (IACs) and performs triennial reviews of operating and safety procedures.
Major Duties & Responsibilities of Job:
1. Chairman of the NFS Safety & Safeguards Review Council (SSRC).
2. Review and approve work requests, procedures, and drawings detailing proposed process changes and determine affects to the safety basis. Coordinate reviews of same by safety department personnel as needed.
3. Perform technical reviewer responsibilities in accordance with applicable program documents and procedures.
4. Administer the activities associated with the Internally Authorized Change (IAC) Program, including submitting the annual list of Internally Authorized Changes (IAC)s to NRC.
5. Prepare licensing submittals to regulatory agencies, direct the consolidation of licensing input from Engineering, Operations, and Safety for submittal to regulatory agencies.
6. Establish liaison with and provide advice to other departments on matters pertaining to license and regulatory compliance.
7. Support review of the NFS-Erwin Licensing Program for compliance with appropriate governmental regulations.
8. Interface with and provide assistance to NRC and other regulatory inspectors and licensing personnel.
9. Review regulatory information notices, new regulations, inspection reports, and related documents and advise responsible groups on action necessary to achieve compliance.
10. Develop implementing procedures for the Licensing Program.
11. Review and approve Safety-Related Equipment (SRE) test instructions.
12. Review and approve Training Department lesson plans.
13. Perform or participate in failure investigations.
14. Perform the duties of the Safety & Safeguards Departmental Performance Improvement Coordinator (DPIC) which includes serving on the NFS Operating Experience Review Board.
15. Perform triennial reviews of operating and safety procedures.
16. Review all violations of regulations or license conditions having safety significance.
Education:
B. S. -- Engineering, Safety or technical discipline or 8 years of safety/regulatory management experience may substitute for degree.
Experience (Beyond educational or equivalent requirements):
With B. S. degree, over ten (10) years' experience in licensing, regulatory compliance, safety, safety analysis or other directly related experience in a nuclear or similar highly regulated position. Without B. S. degree 8 years' experience in lieu of degree plus over 10 years' experience in licensing, regulatory compliance, safety, safety analysis or other directly related experience in a nuclear or similar highly regulated position for a total of over eighteen (18) years' experience.
Pay: $92,000 - $142,000
The base salary range for this position in Tennessee (US-TN) at the start of employment is expected to be between $92,000 and $142,000 per year. However, the base salary offered is based on local job market factors, and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment. If hired, the selected job candidate will be employed 'at-will,’ unless employed at a location and in a position subject to a collective bargaining agreement. The company further reserves the right to modify base salary (as well as any other discretionary payment, compensation or benefit program) at any time, including for reasons related to individual performance, company or individual department/team performance, and other market factors.
