Emergency Preparedness Program Manager -- Nuclear Fuel Services - Erwin, TN


Summary Description of Job:


Manages, develops, and implements the Emergency Preparedness (EP) Program.  Ensures NFS maintains a state of emergency response readiness through its Emergency Response Organization (ERO); first-line responders; facilities and equipment, to protect our employees, community and environment in the event of a radiological, hazardous, security, medical and/or natural disaster emergency.  Plans, develops, and organizes emergency management matters with NFS emergency response teams, offsite response agencies, hospitals, TEMA, and regulatory agencies.  Ensures the EP Program is in compliance with NRC SNM-124 license and other applicable regulatory requirements.


Major Duties and Responsibilities of Job:


  • Manages and maintains the Emergency Plan, Spill Prevention Control and Countermeasures Plan and corresponding implementing procedures in compliance with regulatory requirements.
  • Evaluates and ensures effectiveness of plans with new facilities; security upgrades; new programs; and facility changes to meet regulatory requirements; including review of engineering plans, IAC's safety reviews and work orders.
  • Establishes and manages ERO groups including ERO; On Scene Coordinators and ERO Support. 
  • Provides oversight to first-line response teams such as Medical; Fire Brigade, Security, and RTs. 
  • Establishes training and qualifications (T&Q) standards. 
  • Develops lesson plan and provides training.  Maintains T&Q for ERO groups.
  • Strategically plans, develops, and executes emergency scenarios for exercises; drills and tabletops. 
  • Develops, leads, trains, and directs scenario teams. 
  • Develops and submits exercise packages to NRC.
  • Provides planning, scheduling, and coordination of training and exercises with local and state offsite agencies and hospitals.
  • Develops and implements corrective actions generated from events/drills/exercise critiques, both onsite and offsite.
  • Establishes, maintains, and inspects dedicated emergency facilities and equipment.
  • Establishes, maintains, and inspects redundant emergency communication systems and call out systems.
  • Establishes, maintains, and inspects meteorological and dose modeling systems.
  • Acts as liaison and maintains communication with regional Emergency Management Agency Directors; hospitals, ambulances, fire departments, TEMA and Health Departments.
  • Participates as a member of the Unicoi County Emergency Management Council and helps with execution of County Emergency Exercises.
  • Plans and budgets for training, equipment, upgrades, offsite agency programs and other resources.
  • Assures successful integration of EP requirements with other Safety, Engineering and Operations Departments.
  • Interfaces with NRC and state agencies for regulatory and inspection matters.


Educational Requirements of Job:


  • B. S.  -- Science or technical field


Experience Requirements (Beyond educational or equivalent):


  • With a B. S. degree over ten (10) years' experience.  Three - five years NFS experience preferred.
