Fire Protection Manager, BWXT's Technical Services Group – CNL Project

 

BWXT’s Technical Services Group (TSG) manages and conducts high-consequence operations within government-owned facilities that require uncompromising discipline. We are poised to meet the nation’s defense, energy, and environmental demands through an array of management, operational, and technical services.

 

This position is assigned to the BWXT-led Nuclear Laboratories Partners of Canada (NLPC) contract.  The Fire Protection Manager (FPM) is accountable to the Program Authority for the overall delivery of safe, compliant and efficient operation of the Fire Technical Services and Fire Systems departments to meet the needs of CNL Projects/Programs and CNL Commercial Projects. The FPM oversees a team of Fire Protection Engineers, Fire Protection Specialists and the Fire Systems Owner, and is a key interface with mission areas, CNL site management, project leads and other compliance programs. The FPM assigns and outlines work; advises on technical problems; demonstrates leadership skills; reviews work for technical accuracy and adequacy. 

Job Qualifications/Requirements:


  • Bachelor’s degree in engineering.
  • 8-10 years of experience in Fire Protection Engineering or specialization.
  • Licensed by a provincial engineering association.
  • Specialization in Fire Protection Engineering or related experience.
  • Experience reviewing designs relating to Fire Protection to ensure fire protection safety and compliance to applicable codes & standards.
  • Conversant with National Building Code, National Fire Code and National Fire Protection Association (NFPA).
  • CSA N-293 and CSA N-393 standards and their applications.
  • Provision of technical expertise for the improvement of fire protection equipment/systems (best technology) and their suitability for protection from fire.
  • Planned and organized meetings and large projects.
  • Experience evaluating the adequacy of fire protection system design in accordance with applicable fire protection criteria and recommending changes as applicable.
  • Provision of advice on fire protection requirements to be incorporated in the design and construction of buildings and structures.
  • Provision of effective communications to staff, contractors and customers. 
  • Development of fire safety-related contract requests, budgets, and planning for future safety-related activities.
  • Policy and procedure development.
  • Development and review of fire hazard analyses, assessments, and other fire safety documentation for compliance with applicable requirements.
  • Experience in managing staff within a unionized environment.
  • Strong understanding of the National Building Code, Canadian Electrical Code, National Fire Code and applicable National Fire Protection Association (NFPA), Canadian Underwriters Laboratories CAN/ULC, and Canadian Standards Association (CSA) N293 and N393 standards;
  • Understanding of Canadian nuclear regulatory requirements;
  • Respect for CNL processes (e.g. Engineering Change Control) and safety requirements that are unique to a nuclear environment;
  • Ability to maintain continued proficiency on changes to or installations of new fire systems; and
  • Proficiency in the provision, operation, and maintenance of fire protection, suppression, and alarm systems, as well as other interrelated building systems as required.
  • Excellent interpersonal and communication skills.
  • Must reside near or be willing to relocate to the Chalk River, Ontario area.

 

 

Job Description/Duties:

 

  • Implementation of Programmatic and Regulatory Requirements
  • Responsibility 1 a:
  • As the appointed Alternate Designated Representative of the Licensee, report to external regulators any programmatic events outside of Class I and Class II nuclear facilities;
  • Responsibility 1 b:
  • Provide leadership in ensuring timely completion of regulatory commitments and communications to the CNSC and other stake holders, as appropriate;
  • Responsibility 1 c:
  • Ensure program, regulatory and code requirements are identified and implemented for all work.
  • Provision of oversight and maintenance of a suitably qualified staff to fulfil Design Authority for Fire Protection in order to:
  • Responsibility 2 a:
  • Have authority to prescribe the applicable design process, quality elements and execution of engineering activities as support for work at CNL executed by the Fire Protection Program in accordance with 900-508120-PDD-001, 900-508120-PRD-001 (Design Authority and Design Engineering) and 900-505210-MCP-005 (Contracts and Contractor Management). This delegation includes pressure boundary code classifications and determination of registration requirements - Pressure boundary design activities will require Process and Mechanical Engineering (PME) branch oversight.
  • Responsibility 2 b:
  • Provide technical guidance, review and approval / acceptance of key engineering documentation issued that form the basis for design, procurement, manufacturing, construction, installation, commissioning and maintenance of its design or product or service. Execute engineering activities in accordance with prescribed standards and processes and verification planning documents.
  • Responsibility 2 c:
  • Ensure that qualified staff are assigned and trained to perform the work. Report back to the Chief Engineer whenever issues arise that have potential for negative safety or economic impact. For third party Design Agencies, authority to approve Engineering activities and adhere to elements as described under 900-505210-MCP-005, Contracts and Contractor Management. Authority to 1) carry out Engineering Change Control (ECC) reviews and approvals for individual ECC change requests as per
  • 900-508130-MCP-001, Engineering Change Control. Regular reporting to the Chief Engineer.
  • Provision of Program Support to CNL Projects
  • Responsibility 3 a:
  • Serve as the single point of contact for the Fire Protection Program on projects for the initial analysis and assignment of project representation to Fire Program staff.
  • Responsibility 3 b:
  • Manage Fire Protection Program service intake requests through Service CNL, assign a priority, talks to program staff and monitor progress against the deadline.
  • Responsibility 3 c:
  • Work with the Integrated Work Control team to ensure Hazard Screening Checklists are reviewed and updated, and that appropriately qualified staff are assigned to review IWC requests.
  • Management of Fire Systems Related Activities
  • Responsibility 4a:
  • Manage and verify that the inspection, testing and maintenance of Fire Protection equipment and systems is in accordance with applicable codes, standards and regulations.
  • Responsibility 4b:
  • Manage system outages, failures, and assessing improvements required to avoid future failures.
  • Responsibility 4c:
  • Ensure unplanned impairments are actioned, a fire screening in place and the Program authority is informed within a timely manner.
  • Management of Fire Systems and Technical Services Staff
  • Responsibility 5a:
  • Ensure the availability of qualified, motivated staff necessary to deliver desired objectives.
  • Responsibility 5b:
  • Develop an annual fire technical services and fire systems operations and maintenance plan is developed and identify budget requirements, including a prioritized hierarchy of required upgrades to fire protection systems to the Fire Protection Program Authority.
  • Responsibility 5c:
  • Develop annual performance management plans for staff which outlines goals, objectives, priorities and developmental opportunities to be achieved within the year. Plans shall be completed and reviewed with staff as per the CNL performance management process.
  • Responsibility 5d:
  • Manage employee performance and disciplinary issues in a manner consistent with CNL Human Resources polices.
  • All other duties as assigned.

The base salary range for this position in Ontario (CA-ON) at the start of employment is expected to be between $n/a and $n/a per year. However, the base salary offered is based on local job market factors and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits.
