Position Summary

BWXT’s Technical Services Group is seeking a visionary and results-driven Campus Development Manager to lead the strategic planning, design, and execution of infrastructure initiatives across its national laboratory campuses for its Canadian Nuclear Laboratories (CNL) project. This pivotal role is responsible for shaping the future of CNL’s physical and operational landscape to support cutting-edge nuclear research, innovation, and workforce development.

 

The successful candidate will serve as the strategic architect of CNL’s long-term infrastructure roadmap, aligning capital investments, facilities modernization, and site services with the organization’s mission to deliver clean energy, national security, environmental stewardship, and health science solutions for Canada.

 

Location

This position is based in Chalk River, Ontario, Canada. Relocation benefits are available for eligible candidates.

 

Responsibilities / Duties

  • Strategic Infrastructure Planning
    • Develop and lead a multi-year campus development strategy aligned with CNL’s mission, vision, and strategic objectives.
    • Forecast future infrastructure and facility needs to support nuclear R&D, operations, and workforce growth.
    • Translate research and business goals into actionable campus development plans.

  • Program & Project Leadership
    • Oversee master planning, engineering, design, construction, and project delivery across all CNL campuses.
    • Lead the implementation of innovative planning and delivery models that enable research excellence.
    • Ensure projects are delivered on time, within scope, and on budget, while meeting safety and regulatory standards.

  • Operational Oversight & Integration
    • Provide leadership across facilities management, site services, logistics, and infrastructure operations.
    • Collaborate with environmental, health, safety, security, and nuclear operations teams to ensure integrated, compliant, and resilient campus systems.
    • Monitor and manage key performance indicators related to cost, schedule, safety, and operational excellence.

  • Stakeholder Engagement & Governance
    • Engage with internal and external stakeholders, including federal agencies, community partners, and research collaborators.
    • Align infrastructure initiatives with funding strategies and regulatory frameworks.
    • Foster cross-divisional collaboration to ensure infrastructure supports evolving research and operational needs.

  • Talent & Culture Leadership
    • Lead, mentor, and develop a diverse team of technical, operational, and project management professionals.
    • Champion a culture of safety, innovation, and continuous improvement.
    • Implement practices to recruit, retain, and grow talent aligned with CNL’s future mission needs.

 

Qualifications / Requirements

  • Bachelor’s degree in engineering, project management, or a related technical discipline (Master’s preferred).
  • Minimum 10 years of progressive leadership experience in infrastructure planning, facilities management, or capital project delivery, preferably in a regulated, research-intensive, or nuclear environment.
  • Proven ability to develop and execute strategic infrastructure plans in complex, multi-stakeholder organizations.
  • Demonstrated success in managing large-scale capital programs and cross-functional teams.
  • Strong understanding of federal project oversight, regulatory compliance, and safety/security frameworks.
  • Exceptional communication, negotiation, and stakeholder engagement skills.
  • Commitment to equity, diversity, and inclusion in leadership and team development.
  • Must be eligible for Canadian security clearance.
  • Canadian citizenship strongly preferred.
  • Must reside in or be willing to relocate near the Chalk River Site.

The base salary range for this position in Ontario (CA-ON) at the start of employment is expected to be between $n/a and $n/a per year. However, the base salary offered is based on local job market factors and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment.
