Position Overview:
As our Welding and Technical Training & Development Program Manager you will lead the design, delivery, and continuous improvement of technical training programs that support workforce readiness in Component Operations. You will develop training infrastructure, create curriculum, and track effectiveness, while building strong partnerships with educational institutions and industry stakeholders. Leading the Training Centre team, you will ensure employees meet company performance standards and compliance requirements, while driving best practices and innovation in training and development.

Your Day to Day as Welding & Technical Training & Development Program Manager:    

Technical Training and Development Program Management

  • Plan and forecast training needs to support Component Operations.
  • Build and maintain partnerships with post-secondary institutions, industry, and training organizations.
  • Oversee creation and delivery of training plans, materials, and procedures in line with quality standards.
  • Approve and integrate external training content as required.
  • Research and assess workforce training needs; design and deliver relevant programs.
  • Manage full training cycle: intake, lesson plans, materials, testing, and evaluation.
  • Maintain and audit orientation and learner programs to ensure alignment with company objectives.
  • Act as subject matter expert on training best practices and infrastructure.
  • Track metrics, monitor outcomes, and prepare reports to inform future planning.
  • Partner with stakeholders and subject matter experts to align milestones and outcomes.
  • Address non-conformance issues and implement corrective training measures.

Safety

  • Participate in EHS meetings and training.
  • Enforce safe work practices and stop unsafe behaviors.

Collective Agreement Administration

  • Ensure training practices comply with the collective agreement.
  • Maintain positive relationships with shop employees and union executives.
  • Collaborate with HR on labour relations issues and respond to concerns promptly.

Employee Management

  • Conduct annual performance reviews and manage staffing levels to meet budget and workload needs.
  • Support employee development while ensuring compliance with company policies and standards.

 

Required Qualifications:

  • Community College Diploma or equivalent trades certificate.
  • Understanding of labour market trends as they relate to skilled trades
  • Experience developing critical partnerships and programs to assist organizations in meeting their talent/labour requirements.
  • Strong collaboration, communication and influencing skills.
  • Ability to apply a systems thinking approach to training and development for technical staff.
  • Strong assessment skills and the ability to think strategically.
  • 10 years of experience in a technical training or manufacturing environment.
  • 5 years of technical curriculum development and/or training experience.
  • Experience in executing improvement initiatives using established methodologies.
  • Experience in applying/interpreting industry technical and quality standards.

Security Clearance:

This role requires the successful candidate to complete the security clearance process.  The security clearance process is conducted in accordance with applicable regulatory requirements of the Canadian Security Intelligence Service (CSIS) and the Canadian Nuclear Safety Commission (CNSC) and may take up to 12 months to complete.

The base salary range for this position in Ontario at the start of employment is expected to be between $111,000 and $159,000 per year. However, the base salary offered is based on local job market factors and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits.
