We are seeking a Proposal Lead to join our Cambridge, ON team!
The Proposal Lead supports the Proposal Manager in the development of high-quality, client-focused proposals for commercial nuclear power projects, including reactor, feeder, steam generator, balance of plant, engineering, and new build construction services. The role is critical in writing persuasive content and coordinating technical and commercial inputs to produce compliant and compelling proposal submissions.
Accountabilities
Proposal Content Development and Writing:
- Create compliant, well-structured, and technically accurate proposal content tailored to commercial nuclear power clients.
- Interpret client RFPs and develop tailored proposal sections for services including maintenance, engineering, and construction in nuclear settings.
- Draft and edit technical, project execution, and value-added narratives in collaboration with SMEs.
- Ensure content alignment with client evaluation criteria and industry-specific standards, including safety and regulatory compliance.
Coordination and Information Gathering:
- Lead the collection of technical, commercial, and operational input.
- Organize and facilitate proposal kick-off meetings and proposal review sessions.
- Coordinate information gathering and input sessions with engineering, field services, construction and estimating teams.
- Engage with subcontractors and partners to gather necessary qualifications, scope inputs, and pricing support.
Document Control and Submission Management:
- Manage the proposal document lifecycle from draft through to submission.
- Maintain document control and versioning using established proposal tools and repositories.
- Ensure on-time delivery of proposals, meeting format, structure, and submission requirements of each client.
Compliance and Quality Assurance:
- Ensure all proposal components adhere to client requirements, nuclear industry standards, and business quality protocols.
- Conduct compliance reviews and gap analyses against RFP requirements.
- Facilitate internal reviews and incorporate feedback from technical and commercial leads.
- Ensure compliance with direction from approved Pricing Approval Request documentation.
Continuous Improvement and Knowledge Management:
- Support the development and refinement of reusable content, templates and best practices specific to the nuclear sector.
- Document proposal lessons learned and support knowledge transfer to future proposal teams.
Knowledge and Experience
Minimum Qualifications
- Bachelor’s degree in Engineering, Technical Writing, Communications, Business, or a related field is required.
- Minimum 5 years of experience in proposal development within the nuclear, heavy industrial, engineering, or construction sectors.
- Exceptional writing, editing, and document structuring skills, with the ability to translate complex technical information into clear, client-focused content.
- Familiarity with the nuclear industry’s regulatory environment, including CSA standards and client qualification processes for vendors.
- Ability to work collaboratively in cross-functional teams while adapting to rapidly changing priorities and meeting tight deadlines.
- Proficiency with Microsoft Office (Word, Excel, PowerPoint), PDF tools, and document collaboration platforms such as SharePoint or Teams.
- Strong project management and time management skills, capable of working under pressure in a deadline-driven environment.
Desireable Qualifications
- Experience with proposals for Canadian nuclear utilities is highly valuable.
- APMP digital badge certification (Foundation level or higher) preferred.
- Knowledge of nuclear safety or quality programs is a plus.
- Experience with international proposals and multi-partner consortiums.
- Knowledge of new build nuclear project frameworks and Canadian nuclear procurement practices.
Security Clearance:
This role requires the successful candidate to complete the security clearance process. The security clearance process is conducted in accordance with applicable regulatory requirements of the Canadian Security Intelligence Service (CSIS) and the Canadian Nuclear Safety Commission (CNSC) and may take up to 12 months to complete.

The base salary range for this position in Ontario at the start of employment is expected to be between $85,000 and $126,000 per year. However, the base salary offered is based on local job market factors and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment.
