Manager, Field Services Engineering
JOB PURPOSE
To manage the Field Services Engineering department which includes Design and Project Engineering, and Quality Control functions. The department provides technical direction, oversight, and leadership for field services work. This position is an important part of the field services leadership team and includes active involvement in the development of business objectives and strategy.
This job reports to the EVP, Projects and Services. Direct reports are the Manager, Design; Manager, Project Engineering; Manager, Quality Control; and Senior Advisory Engineers. This role entails regular communications with customer senior management, other senior BWXT management and regular communications with industry organizations (eg. COG, OCNI, TSSA).
ACCOUNTABILITIES
Technical Compliance and Oversight
- Ensure technical specifications, standards, etc. are properly reviewed and adhered to.
- Ensure procedures and processes are in place to assure consistent quality of engineering work.
- Thoroughly assess technical risks and take action and develop mitigation strategies where necessary.
- Assess, select and oversee technical vendors.
- Work directly with regulatory organizations to ensure codes and standards are met and proper approvals are obtained.
- Interface with other engineering groups within the organization as necessary to leverage additional expertise.
- Interface with senior customer engineering managers and Vice Presidents on technical issues.
- Perform regular self-audits of department to ensure compliance with operating procedures.
- Ensure necessary safety reviews are performed for all new equipment and processes and that safety requirements and precautions are integral to all engineering work.
Technical Quality of Design
- Make key decisions regarding technical direction.
- Review and approve design estimates and schedules.
- Evaluate risks associated with first of a kind designs.
- Review and approve design procedures and initiate design process improvements.
- Implement procedures to thoroughly test and validate new tooling or tooling changes.
Resource and Project Planning
- Continuously plan and monitor resources and activities in order to accomplish operational objectives including completion of projects and tasks, and cost and schedule compliance (e.g. participation at production meetings, project meeting, cost reviews, etc).
- Regularly assess technical expertise and experience and develop plans to proactively address current weaknesses and future demands, training requirements, etc.
- Develop and maintain relationships with outside companies that can provide resources to support peak workloads.
- Actively manage workforce utilization during slower periods to minimize impact on net operating costs.
Management/Administration
- Manage Cost Centres.
- Prepare cost centre budgets and absorption forecasts on a quarterly basis.
- Monitor and control all cost centre expenses. Compare actual expenses for forecasts and conduct variance analyses as necessary.
- Achieve approved net expense targets for all cost centres managed. Minimize expenses and maximize absorption for the group.
- Maintain a cost centre structure for the Field Operations group that permits accurate determination of hourly cost rates for all key disciplines within the group.
- Review salaries and incentive plan distribution.
- Carry out performance appraisals, and meet regularly with reports to set and monitor performance goals and organizational and development objectives.
- Supervise personnel (personnel issues, discipline, training, career development, succession
planning, hiring, etc.). - Regularly assess resources and tools required for engineering work (computer hardware, design
software, etc.), identify and act on opportunities for efficiency improvements.
Technology Development
- Work with operating groups and program managers to develop new capabilities and improvements to existing products.
- Develop project plans and monitor budgets and schedules for development initiatives.
- Ensure proprietary information is properly controlled and administer patent process where applicable.
- Work with Business Development to develop new products and services for new and existing customers.
Business Planning/Continuous Improvement
- Participate in business planning and strategy discussions.
- Assist in assessments of business opportunities.
- Participate in proposal reviews and pricing approvals.
- Provide technical write-ups for major proposals.
- Prepare capital equipment requests.
- Provide input into business forecasts and capital plans.
- Participate in and lead process improvement teams.
- Develop and complete safety initiatives and actions to help ensure group safety objectives are achieved.
- Participate in or lead root cause analysis teams as necessary.
- Implement corrective action plans as necessary to address systemic or recurring issues.
- Participate in customer or industry working groups and conferences.
KNOWLEDGE AND EXPERIENCE
- Previous experience leading/managing technical groups and/or project teams (7 to 10 years).
- Bachelor’s degree in Engineering and Professional Engineering designation.
- Working knowledge of related Codes, Standards, and regulatory requirements.
- Understanding of nuclear steam generator and pressure vessel design, related operational and maintenance issues and familiarity with requirements for working at nuclear stations.
- Understanding of Quality Assurance systems.
- Some background in tooling/machine design, materials, non-destructive examination, welding.
