The Disability Specialist oversees the day-to-day administration of BWXT Canada’s disability management programs, supporting both unionized and non-unionized employees through short-term disability (STD) and long-term disability (LTD) process, return-to-work planning and implementation, accommodations, while also supporting attendance management and Fit-for-Duty processes. This role collaborates with employees, managers, HR/Labour Relations, union representatives and vendors to ensure consistent, compliant, and supportive application of policies and provides operational insights and recommendations to the Pension, Benefits & Continuous Improvement Specialist.

 

  • This position reports to the Pension, Benefits & Continuous Improvement Specialist and has no direct reports.
  • This position will work closely with labour relations, occupational health nurses at other locations, company supervisors/managers, employees, union executives, other Human Resources professionals, BWXT payroll, BWXT HRIS team and third-party vendors.
  • Responsible to navigate difficult and sensitive conversations, mediate conflicts and exert positive influence without direct authority.
  • The incumbent must maintain a high degree of confidentiality while providing relevant information to the union, human resources, managers, etc. necessary for a safe return to work and for accommodation purposes.
  • This position is not expected or required to review any confidential employee medical information.
  • Ability to balance priorities, respond in a timely manner and prioritize situations that are urgent or require immediate attention.
  • The incumbent is expected communicate information, facilitate processes and provide guidance. They will be expected to adapt their communication to different audiences.

Responsible for collecting, analyzing and reporting on critical leave management metrics, including regular updates to key stakeholders to help ensure effective workforce planning.

 

Disability Case Management:

  • Manage day-to-day STD and LTD cases using carrier-provided functional or administrative updates for both unionized and non-unionized employees of BWXT Canada and Intech International.
  • Ensure timely and accurate processing of leaves and return-to-works as required in the BWXT HRIS system.
  • Monitor claim progression, timelines, and required next steps to keep cases moving efficiently, ensuring HR Business Partners/Labour Relations and managers are updated as appropriate.
  • Maintain regular communication with employees and managers regarding process expectations and next steps.
  • Identify delays, discrepancies, or concerns in carrier handling and escalate as appropriate.
  • Collaborate with HR Business Partners/Labour Relations to ensure alignment on employee relations considerations.
  • Ensure consistent application of disability policies/plans and collective agreement provisions.
  • Assist HR and Labour Relations by providing attendance-related insights from disability cases to support the attendance management program.
  • Flag cases where a Fit-for-Duty assessment may be required and coordinate operational aspects in compliance with policy.

Return-to-Work & Accommodation Coordination:

  • Coordinate and/or create safe and sustainable return-to-work plans based on functional abilities information provided by the carrier or through appropriate employer forms.
  • Consult with employees, managers, HR Business Partners/Labour Relations and union representatives (where applicable) to plan and implement return-to-work processes.
  • Review functional abilities documentation to match capabilities with suitable duties.
  • Track restrictions, accommodations, and timelines to ensure compliance and follow-through.
  • Ensure proper time sheets are submitted (where applicable) for employees on gradual-return-to-works or partial disability claims to ensure compliance to the plan in place and for reporting to disability carrier.
  • Confer with HRIS and Payroll in gradual return-to-works to ensure employees are processed and paid properly and all required documentation is received.
  • Support attendance management by flagging patterns of absence or performance that may require HR/Labour Relations engagement, without making disciplinary decisions.
  • Apply Fit-for-Duty policy requirements to return-to-work planning and accommodations, ensuring compliance and operational coordination.
  • Participate on the USW Accommodation Committee.

Vendor Liaison & Issue Escalation:

  • Communicate with disability carriers to clarify decisions, request updates, and raise case-related concerns.
  • Provide necessary employer-side information to carriers while avoiding the collecting or storage of medical documentation.
  • Share key updates from carriers with HR partners/Labour Relations, managers, and other stakeholders to maintain awareness of status and next steps.
  • Identify cases where carrier decisions require additional clarification and escalate concerns to the Pension, Benefits & Continuous Improvement Specialist.
  • Report trends or recurring issues to support monitoring of vendor service performance.
  • Provide operational information to HR/Labour Relations to support attendance management and Fit-for-Duty processes.
  • Maintain an effective, collaborative working relationship with carriers at the operational level.

Compliance & Policy Application:

  • Ensure disability and accommodation practices align with the Human Rights Code, ESA, AODA, collective agreements, internal policies and Fit-for-Duty requirements.
  • Maintain secure, and accurate documentation without collecting or storing confidential medical information.
  • Recognize situations requiring legal, policy or privacy interpretation and consult with the Pension, Benefits & Continuous Improvement Specialist for direction.
  • Partner with HR Business Partners/Labour Relations to ensure consistent and compliant handling of disability, accommodation, attendance management and Fit-for-Duty cases.
  • Program Improvement & Reporting:
  • Track and analyze disability-related metrics such as case durations, return-to-work timelines and trend patterns in conjunction with the reporting provided by disability service provider.
  • Provide reporting, as necessary to the Pension, Benefits & Continuous Improvement Specialist, management or other Human Resources professionals.
  • Identify opportunities to improve processes, communications, forms, and tools related to disability management.
  • Support policy and program updates by providing insight from day-to-day case work.
  • Participate in audits, reviews and special projects to strengthen disability management practices.

Employee & Leader Support

  • Guide employees through the disability and accommodation process without requesting or handling medical information.
  • Educate managers on return-to-work expectations, restrictions, functional restrictions, Fit-for-Duty requirements and their responsibilities in the disability and accommodation process.
  • Facilitate communication between employees, leaders, HR/Labour Relations, and union reps to resolve workplace challenges.
  • Assist HR/Labour Relations in supporting attendance management initiatives by providing operational insights and patterns while maintaining compliance and confidentiality.
  • Support managers and HR/Labour Relations in coordinating Fit-for-Duty assessments and communicating requirements and timelines.

Knowledge and Experience:

  • Bachelor’s Degree in a related field, such as Human Resources, Disability Management, or Social Work is preferred
  • A combination of post-secondary education and significant relevant experience in disability management, HR or Labour Relations will also be considered.
  • Minimum 3-5 years of relevant experience coordinating disability programs, including STD/LTD, return-to-work, accommodations, and attendance management, preferably in both unionized and non-unionized settings.
  • Strong communication skills required in collaborating with HR, managers, union representatives, and external vendors.
  • Familiarity with Ontario employment legislation, Human Rights Legislation, AODA, collective agreements, and workplace accommodation policies.
  • Experience supporting Fit-for-Duty programs and/or addiction-related workplace disabilities is an asset.
  • Strong organizational and time-management skills to manage multiple concurrent disability and accommodation cases.
  • Ability to maintain confidentiality and exercise discretion in sensitive situations.
  • Collaborative mindset with the ability to work effectively across departments and customer-base.
  • Ability to work cooperatively as part of a team, as well as independently with minimal supervision.
  • Comfortable with dynamic, ever-changing environment and applying sound judgment and flexibility to determine solutions.
  • Strong attention to detail, excellent organizational, analytical and problem-solving skills

The base salary range for this position in Ontario (CA-ON) at the start of employment is expected to be between $74,000 and $116,000 per year. However, the base salary offered is based on local job market factors and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits.
